The problem is situated within the Moroccan mafias who charge astronomical amounts of money to shuttle people illegaly across the straights with promises of documents and papers that never come. Spain is doing more than its part to prevent deaths in the sea. It's up to Morocco to hunt down the mafias and to do something about their own economic situation.
